How to: Make your iPhone vibrate, then ring
One of the things the iPhone really needs is more options for ringtones and general calling features. It’s currently difficult to upload your own ringtones, and modifying the way they play back when you receive a call is out of the question. I miss my Sony Ericsson phones- they let you customize every step of the ringing process.
Many people have tried in vain to figure out how to get the iPhone to do a simple task- vibrate, then ring. This is great when you’re in a meeting and you want to forward the call to your voicemail before it disrupts the whole room. It’s also useful for people who don’t believe in bothering an entire store or subway with their noisy ringtones, but want it to go off just in case they miss the subtle buzz at the beginning.
Enough introduction. The New York Times’ Professor Muller has figured out a way to do exactly what we mentioned. Here’s how, in a nutshell: create a ringtone with, for example, ten seconds of SILENCE at the start. Then, set your iPhone to “Vibrate & Ring” simultaneously.
Problem solved!

so your saying that I have to change everyone of my ringtone considering how many custom ringtone I really have and how many are set to special people this is a waste of time apple need to put this update out there, when I had my smartphone it was the greatest feature to have I would have it set all day to vibe then ring well I was at work and when I got off I would have it on max, this is a good idea for someone who has 1 ringtone but I have 700 contacts and about 30 of them have special ringtones so I know who is calling even before I look at my phone, yes given I may be the 1 out of a million guy that has this problem but this this is a needed feature that should be added!
